The House passed its budget plan along party lines. But the matter is not a done deal as Republican lawmakers face a bitter fight between chambers, resistance from unified Democrats and angry constituents.

If the author and all co-authors vote for House Bill 3, it would pass the lower chamber. The controversial program, also called school choice, would use public money to pay for children’s private school tuition.

It is still several steps from becoming law, but marks a major victory for Republican House Speaker Mike Johnson.
